Yesterday, we talked about Patch 11.3 Preview, and the first news that we had about the upcoming League of Legends update, the biggest of the year, revealed that the meta is about to change, after this new version will change 20 Items and 20 Champions.
We got to see what Items will be modified, and we had approximate numbers to see how big the buffs and nerfs were going to be, but today, the Gameplay Design Director for League of Legends, Mark Yetter, has revealed an update for Patch 11.3 Preview with “almost” finished changes.
In this new announcement, we finally know what to expect about the changes to the Champions, since in the first Patch Preview we only knew the names, but not the numbers.
All that being said, let’s take a look at the new announcements!
Item/Rune Nerfs
Deadman’s Plate: its Health will be reduced from 475 to 400.
Staff of Flowing Water: ability power decreases from 60 to 50.
Zhonias Hourglass: the cost of the Seeker increases from 900 to 1000, so the Total cost changes from 2500 to 2600 gold.
Ironspike Whip: [Removed] – minions and monsters take double damage below 50% hp.
Goredrinker: its active healing is reduced from 12 to 8% of the missing health.
Ravenous Hydra: the omnivamp decreases from 15% to 10%.
Sterak’s Gage: its base shield is reduced from 200 to 100, and the shield duration decreases from 5 to 4 seconds.
Item Buffs
Force of Nature: its movement speed per stacks changes from 6 (max 30) to 8 (max 40).
Frozen Heart: its cost decreases from 2700 to 2500, but its armor too, from 80 to 70.
Chemtech Putrifier: its ability haste increases from 15 to 20, and new things are added: healing or shielding an ally will cause their next damage to inflict 60% Grievous Wounds for 3 seconds.
Immortal Shieldbow: its attack damage increases from 50 to 55, and the attack speed is also improved, from 15 to 20%
Phantom Dancer: it will now have 20 AD, while its attack speed is reduced from 45 to 25%. The Long Sword will replace the Dagger in the build. The max amount of stacks needed to get bonus attack speed decreases from 5 to 4, while the bonus attack speed at max stacks is reduced from 40 to 30%
Lord Dominik’s Regards: its armor penetration increases from 25 to 35%
Verdant Barrier: its passive will be reworked: killing a unit grants 1 magic resist (max 15). Its cost will also change, being reduced from 1200 to 1000 gold.
Banshee Veil: its ability power increases from 65 to 80, but its cost grows too, from 2500 to 2600.
Horizon Focus: its ability power increases from 100 to 115, while the Hypershot minimum range decreases from 750 to 700.
Silvermere Dawn: its attack damage increases from 35 to 40, and its health too, from 200 to 300.
Item Adjustments
Leeching Leer: the Omnivamp changes from 10% to 5%; and the Health increases from 150 to 250.
Riftmaker: the Omnivamp changes from 15% to 8%; the Health increases from 150 to 300; and its Mythic passive of 5% magic penetration changes to 8 ability power and 2% omnivamp.
Eclipse: its Shield changes from 150 (75 ranged) to 180 (90 ranged), and the Omnivamp changes from 10% to 8%.
Champion Nerfs
Olaf: his Base Health decreases from 597 to 575, and his Passive Attack Speed too, changing from 0-100 to 0-70% based on missing health.
Cho’Gath: its ‘E’ damage decreases in the late levels, passing from 22-82 to 22-70.
Pantheon: his ‘Q’, instead of dealing 70% damage to minions only, it will deal it to minions and monsters too, but its cooldown increases in the early levels, from 10-8 to 13-8.
Rammus: its ‘E’ cooldown changes from 12-10 to always12 seconds.
Anivia: its ‘Q’ damage decreases from 70-210 (+50% AP) to 60-200 (+45% ap), while its ‘R’ cooldown increases from 4-1 to 4-2.
Elise: while being on her human form, the ‘Q’ damage decreases in the late levels from 40-180 to 40-160; and in the spider form, the same thing happens with its ‘W’ attack speed, which decreases from 60-140 to 60-100%.
Ivern: its health per level decreases from 95 to 85, and its ‘E’ shield is less protective in the late levels, changing from 80-220 to 80-200.
Seraphine: her Passive note damage decreases from 5-20 to 4-16. Her ‘W’ base shield decreases from 60-120 to 50-100, and the shield of this ability is reduced too from 90-180 to 75-150.
Udyr: his ‘R’ aura damage decreases from 50-300 to 50-275 (over 4 seconds)
Taliyah: her Passive movement speed increases from 12-40 to 20-45%, but her ‘Q’ stone damage to monsters after the first decreases from 100 to 80%.
Champion Buffs
Karma: her mana regeneration increases from 11.5 to 13, while her ‘Q’ mana cost decreases from 65 to 55.
Sylas: his ‘Q’ mana cost changes from 50-75 to 55, and his ‘W’ damage increases from 65-205 (+85% AP) to 70-210 (+90% AP).
Singed: his ‘Q’ ability power ratio increases from 80 to 90% (over 2 seconds)
Riven: her ‘E’ cooldown is reduced from 12-8 to 10-6.
Jinx: her ‘Q’ range extension increases from 75-175 to 100-200.
Ezreal: his ‘Q’ attack damage ratio increases from 120 to 130%.
Mordekaiser: the ‘E’ cooldown decreases, changing from 24-12 to 22-10.
Vladimir: his ‘R’ cooldown remains always the same, changing from 150-120 to just 120.
Shyvana: her ‘Q’ ability power ratio increases from 0 to 40%, and her ‘W’ movement speed ability power ratio increases from 0 to 8% per 100 AP.
Champion Adjustments
Rell: her ‘E’ cooldown on unbinding self decreases from 3 to 1 second. Rell also receives a Bugfix: Should now properly buffer when cast on an ally from outside range.
