Starfield is taking a lot of cues from Bethesda's past. There are Daggerfall's mortgages, a classic Fallout-style dialogue system, and even Oblivion's Adoring Fan. He's one of the most unpopular characters. This annoying follower hounds you once you become the champion of Cyrodiil's arena, and his presence was so intrusive that he became an internet sensation.
Bethesda dropped a little glimpse of Starfield yesterday and, as spotted by PCGamesN, there's a trait called 'Hero Worshipped' which has the description, "You've earned the attention of an annoying 'Adoring Fan' who will show up randomly and jabber at you incessantly. On the plus side, he'll give you gifts."
The Adoring Fan is pretty much immortal in Oblivion. If you kill him or he dies, he simply respawns and starts following you again. If you tell him to buzz off, he wanders the Imperial City until you bring him back onto your adventures. In fact, the only way to 'kill' the Adoring Fan is to leave him in a dungeon for three days so the game's auto-reset function wipes him from the world entirely. It's not a pretty solution, but it works.
Luckily, they seem at least somewhat useful in Starfield. In Oblivion, they have no combat prowess whatsoever, meaning they just tail you as you wander about questing, getting in the way without being of any assistance. But they paved the way for Skyrim's follower system, so there's at least that – he wasn't all bad, eh?
Starfield's will bring you gifts like a cat in Minecraft. We don't know much about them aside from that – what they'll look like, who will voice them, and their personality, all remain a mystery. But given that they're labelled as "annoying", it's safe to assume Bethesda is going to ham it up and try and catch the 'magic' of Oblivion's.
It's a shame we don't have Fus Ro Dah this time around because there are plenty of mountains in Starfield that would be perfect for yelling him off of.
