Patch 11.8 of League of Legends updates additions to the items department. From the introduction of a new champion to nerfs and buffs, this new patch has something for everyone. There are also changes to the in-game shop highlighted below.
Item changes in Patch 11.8 update

Moonstone Renewer
Starlit Graceheal is now 60 at all levels and no longer varies from 50 to 100 based on the target’s level. Riot decided to expand the inventories of the Moonstone, seeing as it is the only Mythic that fulfils an enchanter’s dreams.
The Moonstone item now has more heals and shields. The Starlit Grace Heal Amplification will now make each second spent in combat increase a players healing and shielding power by 4%, stacking up to five times, up to 20%.

Staff of Flowing Water
Rapid’s passive now grants 20 ability haste and 20 to 40 AP for four seconds. It previously grants 15% bonus movement speed and 20 to 40 AP for three seconds, based on the target’s level.

Shurelya’s Battlesong
Moreover, the inspire damage empowerment no longer empowers the next three instances of damage to deal additional 33 to 55 magic damage. Instead, with the Patch 11.8 update, there is now a new Passive called “Motivate.” This will empower or protect another allied champion excluding the player. It grants both allies 25% movement speed over 1.5 seconds.

Frozen Heart
Riot has noticed that Frozen Heart is an unpopular item among tank item builds. To solve this problem, armor has been increased. New Armor: 80.

Chemtech Putrifier
Furthermore, the Chemtech Putrifier is now buffed with the Patch 11.8 update. Riot is doing this because the Putrifier is “still a bit niche and underperforms compared to other options.” The Ability power receives a buff from 50 to 55.
Puffcap Toxin Ally Empowerment: This now heals and shields another allied champion empowering both the ally’s and player’s next damage to an enemy champion with 60% Grievous Wounds for three seconds. Before, it had only empowered the ally’s next damage to an enemy champion.
Tooltip Consistency: Nothing changed in its functionality. However, to match Chemtech Putrifier, Ardent Censer’s tooltip update specifies the requirement of another strong ally.
In addition, items applying Grevious Wounds will now be called out in the chat to notify a player’s team when they are purchased.

Hextech Rockbelt
Riot originally designed The Hextech Rockbelt item for champions aiming to assassinate single targets in League. However, the item has fallen out of popularity with most people, including players who play such champions. The League of Legends’ Patch 11.8 is reintroducing the item with several updates.

Titanic Hydra
Its power is power away from the early game and low-health builds. Colossus Bonus AD: Now equal to 2% bonus health.

Ionian Boots of Lucidity
The last item on the list is the Ionian Boots of Lucidity. Due to its popularity in pro play, Riot has chosen to increase its price tag. The boot will now cost 950 gold, as opposed to the previous 900 gold.
In-game shop changes for Patch 11.8 update

The issue regarding scaling the HUD and breaking parts of the shop is now fixed. Also, purchasing a Mythic item from the All Items view will collapse the Mythic row. Since a player can only buy one Mythic item, the row is not needed. In addition, various performance improvements and bug fixes have been implemented.
